Application for Electronic Identification and Authentication VNeID

The VNeID application, developed by Vietnam's National Population Data Center – Ministry of Public Security, leverages population data for identification and electronic authentication. It's designed for individuals residing in and traveling within Vietnam. This application replaces paper-based processes, enabling digital citizen identification and facilitating the development of a digital government and society. Key functionalities include medical report declarations, expedited domestic travel declarations, and assistance in COVID-19 contact tracing and notification.

Access: By using the application, users grant access to: (1) internet connectivity; (2) the camera to scan CCCD QR codes for faster data entry and quick travel/medical declarations; (3) photos, videos, audio, and files to store QR code images for checkpoints; and (4) push notifications.

Personal Information Collection: Users provide data—including full name, phone number, citizen identification, gender, birthdate, permanent address, nationality, health status, travel details (departure/destination, vehicle plate), and COVID-19 exposure information—when declaring medical information, traveling domestically, or declaring on behalf of others with their consent. All information is collected via user-submitted forms. Users are responsible for the accuracy and legality of their input.

Privacy and Copyright Protection: User data is securely stored by the National Population Data Center, Ministry of Public Security, and used solely for COVID-19 prevention and control, public health, and disease prevention. It is strictly prohibited for commercial use or privacy infringement. Data may be shared with health authorities and other relevant agencies for enhanced COVID-19 prevention efforts. Beyond these purposes, the application developer does not collect or use user information for any other purpose and will not disclose information that could harm users or violate Vietnamese law or application policy.

• No Location Collection: VNeID does not collect location data.
• Anonymity: Participation is anonymous except for authorities needing to identify and trace individuals infected with or suspected of having COVID-19 through close contact.
