In this bleak world, a totalitarian State controls every aspect of private and public life. Oppressive laws govern society, and total surveillance ensures no privacy remains. You are the State-installed manager of an apartment building, tasked with making it a comfortable home for your tenants.
However, this role is merely a cover for your true mission.
The State has appointed you to SPY ON YOUR TENANTS! Your primary duty is to covertly monitor your tenants and eavesdrop on their conversations. You must BUG their apartments when they're away, SEARCH their belongings for anything that could threaten the State's authority, and PROFILE them for your superiors. It's your responsibility to REPORT anyone suspected of violating laws or plotting against the State.
Beholder is all about making choices - choices that matter!
What will you do with the information you gather? Will you report a father's suspicious activities, orphaning his children? Or will you keep silent about his illegal actions, giving him a chance to redeem himself? You might even choose to blackmail him to secure the money your family desperately needs.
